Dropout and repetition are economically valued as wasteful events.And it is so unfortunate that in developing countries, students are locked into cycles of these threats of internal efficiency (UNESCO, 2009). In the Ethiopia case and particularly in East Shewa Zone of Oromia,children's dropping out before completing the final grade of a given level or stage of education is considered wasteful, since some dropouts do not achieve the required learning objectives and might be added to the credit of illiteracy (World Bank,2005; Bastian,2004;UNESCO,1998,1980 and 1970). Even worse,some of the dropouts happen to claim a school place some time in the form of readmission which will viciously affect class density, admission of new entrants and promotion and survival of children.
