Public organizations are bureaucratic in nature representing a system which is entirely closed, rigid and out of reach of the general people. In this type of organization, setting up an up to the mark personnel management method is quite difficult which is so applicable for Bangladesh Civil Service. On the other hand, modern organizations have been trying to get out of this deeply-rooted concept with a view to ensuring more productivity and service to the people.
