The problems of Zimbabwe's urban councils are huge and need highly qualified officers or officials to deal with them. The problems range from shortage of clean water, electricity, transport, employment to issues related to health and hygiene.Training is a good strategy to enhance local good governance. However, training is not the panacea for all urban councils' ills but rather it could be applied in conjunction with other strategies.
