This work aims to examine a selection of the standards identifiable in the published work of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment ("the CPT"), whether the Ministry of Labor and Social Policy, Ministry of Interior, Ministry of Health and Ministry of Justice have fulfilled recommendations of CPT and how the system works in Macedonia for persons deprived of liberty, if they have the minimum rights and standards.with an examination of the internationally recognized instruments for prevention of torture. Since the adoption of the Universal Declaration of Human Rights in 1948, the prohibition of torture has been universally understood to mean that “no one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment” (Article 5).
